The meeting stressed that carbon peaking and carbon neutralization is a systematic change in economy and society. It is a complex project and long-term task, which can not be achieved overnight. It is necessary to correctly understand and grasp the carbon peak and carbon neutralization, deeply study this major theoretical and practical issue, deeply understand its connotation and essence, accurately understand and grasp the decision-making and deployment of the Party Central Committee and the State Council, earnestly implement the deployment requirements of the leading group for carbon peak and carbon neutralization, and deal with development and emission reduction, carbon reduction and safety, harmony, overall and local, short-term, medium and long-term The government and the market and other multi-dimensional relations should promote carbon peak and carbon neutralization in an overall and orderly manner. The meeting required that in 2022, carbon peak and carbon neutralization should be placed in a prominent position in the work of environmental resources, and the daily work of the leading group office should be done well, focusing on the following aspects: first, accelerate the improvement of the "1 + n" policy system of carbon peak and carbon neutralization. Promote relevant departments to formulate and issue implementation plans and safeguard measures in different fields and industries, strengthen overall coordination and connection, and continuously track and evaluate the effect of policy implementation. Second, review and connect the implementation plan of carbon peak in various regions. Strengthen investigation and supervision, help local governments solve the difficulties encountered in practical work, timely summarize experience and good practices, and promote the implementation of various work. Third, promote breakthroughs in key work. We will continue to promote the adjustment of industrial structure and the optimization of energy structure, vigorously promote green and low-carbon development in urban and rural construction, transportation and other fields, promote the deep integration of emerging technologies and green and low-carbon industries, promote green transformation in development and achieve greater development in transformation. Fourth, promote energy conservation and carbon reduction at a high level. We will improve the dual control policy on energy consumption, exclude the new renewable energy and raw material energy from the total energy consumption control, optimize the assessment frequency, implement the separate listing of energy consumption of major national projects, strengthen the construction of energy conservation capacity, and increase the support for the construction of energy conservation and carbon reduction projects. Fifth, consolidate the foundation of carbon peak and carbon neutralization. Promote the establishment of a unified and standardized carbon emission statistical accounting system, improve the relevant standards of carbon peak and carbon neutralization, carry out the education and training of leading cadres, and strengthen the training of carbon peak and carbon neutralization professionals. Sixth, comprehensively carry out international cooperation in addressing climate change. Actively participate in international climate consultation and dialogue, safeguard the main channel status of the United Nations Framework Convention on climate change and its Paris Agreement, adhere to the principles of common but differentiated responsibilities, fairness and respective capabilities, and effectively safeguard China's development rights and interests.
